We launched a (Drupal 6) website about 2 years ago (www.fsrmagazine.com) and the traffic hasn't grown like we were hoping. We've done a lot of basic SEO stuff, such as page titles, good content, sitemaps, etc, but the "game" has evolved over the years and we aren't able to keep up.
So we're looking for outside help - do you know of any local (Triangle area, NC) experts in (white-hat) traffic growth strategies?

I've worked with clickoptimize on projects. They are straight up and knowledgable. Andy Waldrop is my contact there, tell him Dave from Duke recommended them if you go that route.

No local SEO people but i know someone out of Greensboro that can help manage a social media program, which is a great way to get the word out. She's open to part-time customers.

Designhammer has been very aggressive in supporting Drupal locally in a number of ways. Their presentation on SEO was well-researched and thorough. I'd strongly recommend them as a local SEO SME agency.

Are you advertising anywhere? Tried Google AdWords? I'm a public sector guy so I don't have a lot of experience in this area, but I was part of a team that bought AdWords and banner ads for a distance ed program and it definitely drove a lot of traffic. Not all of it was great I'll admit, but the best quality visits came from ads that targeted where are audience's eyes were.

albeit very limited and not very successfully. It's amazing how much money you can go through with AdWords!
BTW, if you're a public sector guy, you may be interested in Google Grants, which provides free AdWord advertising for non-profits:

You need more links....
I checked using MajesticSEO and it's reporting links from just 18 different domains. Which isn't a lot of have accumulated over a 2 year period.
I'd recommend link building (white hat), content syndication and publishing articles that visitors are more likely to link to or share. And doing some PR to get the brand out there.
I also notice that the mobile version of your site is also being indexed.
