What's your idea?
Add user pictures to posts and comments on drupal.org
What are the benefits?
Drupal is a community of people, it would be nice to expose this more. Bringing people to the surface would remind each other that we are human. The issue queue is a stressful place, we should be building relationships not breaking them down.
It would also increase recognition at Drupal meet ups, camps, and drupalcons.
What are the risks?
I'm not sure. Increased bandwidth? We would need to ensure images are cached.
How can we measure the impact of this idea? (metrics)
No idea
Who directly benefits from / will use this improvement? (target audiences)
People who use drupal.org often. People who go to meet ups, camps and drupalcons.
Are additional resources available for discovery/implementation? (volunteer effort, financial backing, etc.)

Inconsistent
Many people, including myself, have important security-related reasons for not wanting their profile shown. This will lead to the same situation you have at groups.drupal.org where some people have user profile pictures and others don't. Also, while it would be nice to think this doesn't exist, people do tend to judge the quality of input on what they perceive to be stereotypes. I think this proposal would produce an inconsistent visual effect.
Not everywhere
I think it would be ok to have profile pics on drupal.org for those who want them, although I don't think they should show on all posts of that user, I think that they should only be visible on the actual profile page.
The reason being is that it would add clutter to the issue queue and I don't think it would add any value. If the user wants to see the pic of someone they are talking to in an issue they can click the username and see it on their profile page.
