I wish to post an article and ensure that it is viewable on the home page. Have tried all sorts of settings, but obviously not the correct ones. What is the proper method?

Other theme?
Are you using a different theme than the one provided? If so, then make sure your theme has context-capability. That is, OP1.6 now uses "contexts" for placing blocks on different areas of the theme and your theme should have that facility as well.

Contexts in themes
Is there a configurable setting to ensure the use of contexts in themes, or is it necessary to use the OP1.6 theme as the base for any new theme to achieve integration with the context function?

Its not necessary to use OP1.6 theme, but any theme that you use must have the context in it. I have no idea about themeing.

Theme
I used the theme I constructed for 1.5 - it was based on OP theme
The names of the regions changed
When we went to a theme implementation that uses context we were able to reuse theme regions for home page and section pages. As a result if you have a 1.5 theme you'll have to rename the following regions on your homepage.
$homepage_left => $left
$homepage_center => $over_content
$homepage_right => $right
