I really liked 1.6 and have spent a good amount of time building our site based on it.
How difficult will it be to upgrade from 1.6 to 1.7 taking into consideration the fact that I have now made numerous module additions, css changes and some template changes?

Through Module Updates
Ideally, it should be done through Status page: you will see modules that need to be updated on the "Update Modules" page and Distro will also display missing modules on the Drupal Status page.
However, unfortunately, there're number of modules that we had to patch to fix bugs in them. We've contacted all maintainers, but some of the patches have not been, yet, applied and may not be applied before the release. For these modules you will have to install the version of the module from the OP distribution.
We will publish detailed instructions and the modules that need patching. We can also post links to corresponding issues if you guys want to join your voice and ask the maintainers to prioritize these patches :)
1.7 is a big update: the whole thing was re-written using Features, so there's always a chance for some quirks, depending on what modifications were applied after 1.6 was downloaded, but in general, update from 1.6 to 1.7 should be much less painful than it was from 1.5 to 1.6.

Those detailed instructions will be a godsend for me, especially since you guys had to patch modules yourself for this release.
Is the new version going to change the structure and organization of the CSS files, like 1.5 to 1.6 did? Will the instructions also document the changes in the CSS files as well?
