I have a plan for pretty comprehensive proposal for Summer of Code. I was hoping to get some advice from you on the best way to propose it.
Essentially, the proposal relates to making a project management tool tailored specifically to activists, organizers and people in social movements. I envision the modules/features that I build being integrated into Open Atrium, since it provides some amazing groundwork as a project management tool.
I want to bring my proposal to the group in the best way possible to increase the chances that the project will make the final cut.
Should I do a rough proposal on the group now or should I make a very detailed proposal and wait an extra week or so?
Also, I had a few questions that I couldn't find elsewhere?
* Who is allowed to be a mentor? Do they have to a be core committer? Can it be anyone? Do they have to apply to Drupal to qualify as a mentor?
* Does Drupal have an internal voting process for projects outside of the usual GSoC application process? Can you elaborate on this?
* In general, I'm unclear on how Drupal handles summer of code projects differently than a smaller random org might handle them.

I spoke with webchick, heyrocker and chx on IRC and got some answers that I thought I should pass along.

In the past pretty much anyone from the community could sign up to be a mentor, and as long as they had some kind of track record in the community they'd be accepted. Then depending on what applications we got in, we would pair one of the more experienced mentors who've done this a few times with a subject-matter expert on the particular project. Voting was done by the big body of available mentors though in practice it was usually only about 20 or so people.
