Where to Add Comment Policy?

Events happening in the community are now at Drupal community events on www.drupal.org.

I'd like to add a link to our comment policy near the enter comment form. Where can I find that form? Thanks.

copy comment-wrapper.tpl.php from openpublish-root-folder/modules/comment/ to your theme, clear cache and start modifying.
