I'm having trouble installing nice_menus in the nav region, as previously outlined. Instead of a navigation menu that is horizontal, I get a menu block in the nav region that displays vertically. I've tried everything I can think of; does anyone have a clue why the "primary menu" would appear as a block, rather than a navigation menu with OP 2.0?

That is definitely odd. OP 2.0 I can confirm supports nice menus.
So you have set primary links as your source for nice menus, went to blocks and enabled them at the header region and the css breaks..
This is in both firefox and Iexplorer?

Also, nice menus uses it's own css.
You have to create your own css file and change it to what you want it to be.
Place it in /sites/all/themes/yourtheme/css/ and in admin/build/templates set the css file for the nice menus
what about Menu_block
I would prefer to get an bloomberg effect anyway...
