I've spent the day experimenting with contexts, and discovered the only Reaction that seems to work is Active Menu. I've tried disabling various regions (such as the navigation, footer, etc.) without luck. I can add items to various regions (such as adding the secondary menu to the footer), however.

There are actually many bugs in context. I could not implement block visibility for a particular user via context. I had to use php code to control that.
However, block should disable without any problem. Are you sure that you are not getting any error message in your server log file?

Blocks disable fine. The problem is with regions. My ultimate goal is to turn the frontpage context in a section context, replacing the sitewide context.
