I propose adding the following to the help text for the sitewide tags:
Multiple tags may be added. Tags are separated with a comma.

Additionally...
It would be super nice to see a link to the most popular sitewide tags (unsure if listing every single one would be possible) somewhere in the help text also. A link to a huge tag cloud, etc. Imho, something along those lines would be really helpful & create a way for users to create more relevant sitewide tags.
