I'm thinking of making a style plugin for panels module. this style will display panel panes as portlets; enabling collapsing and sorting panes, and saves panes state per-user (cookies based for example).
I searched a lot for something like this but I didn't find any, please tell me I'm duplicating an already existing module.
Any guidance would be extremely appreciated.

have a look at the homebox module. It is like iGoogle, but homebox does not use panels.

This seems fairly doable, honestly, especially after IPE goes in and there's the renderer becomes pluggable. That wouldn't be a style plugin at that point, it would be a full on render plugin, and would probably be a better choice for this. Search Panels issue queue for 'in-place'
