Article Titles Won't Accept Quotes

I'm using the latest build of OP 2.1. I discovered when I enter a headline that includes quotes, the " " marks are converted into &91;. This only happens in the article title; quotes in the article body or the deck appear as they should. I'm not using the limited input filter. This is something that has changed since OP 2.0.

I can write a hed with quotes and it previews fine; but when I publish it (either an article or blog post) the & returns. Why the problem is with only the hed and not anywhere else is another mystery.

I confirm that. Yes, the published node-title with quotation mark has a problem on frontpage only. Individual page is showing correctly. My above screenshot was not on a published node. Rather it was a draft (not published).
