If you have a File field on your Webform, then your site can be used to host documents which can be made publicly available via the web. The webform need not be submitted to upload the file.

If you are having trouble actually logging into groups.drupal.org to participate in this group. You will find that this is a reported issue. It's really a shame.
The work around is to go to this link to log in or reset your password:

It seems there's a need at UMass for something more in depth than a training session for Drupal, so we are setting up a brown bag series. Bring your lunch and laptop to University Communications - 101 University Drive - Slobody Building, Suite C1 - Amherst, MA 01002, in the large conference room (301) and we can discuss specifics around issues or questions you have about your particular needs in Drupal. This is intended to be hands on problem solving session, with some added knowledge transfer for the local administrators or owners of a campus Drupal site.
