I can figure out how to create a external feed to go into my "topics" such as "Business"
Is it possible to do? Or is it something I need to create?

Yes, you can do it with Feeds
Yes, you can do it with Feeds API or Feeds module, by mapping feed items to the taxonomy tag on the article.
