Why has your org chosen to participate in Google Code-in?
GSoC and GHOP have resulted in attracting and retaining some of our most dedicated contributors, and we aim to repeat these successes yet another time. During GHOP, some of our participants blew us away by finishing tasks we thought would last about a week in just a few hours, producing work beyond what was expected, and taking on tasks of great complexity. The legacy of GHOP, in the form of improvements to our project and participants who remain active in the Drupal community today, has made a huge difference to Drupal, and we'd love to participate again.

Using the issue queue
I think we can use tags for this - we could tag an issue in any queue GCI-X. For difficulty, not sure how to do this but we could potentially hijack the priority of the issue to be the difficulty level. Then, we could use something like this to look at issues (we could search for GCI-X, GCI-Y, etc, or we could do them separately.
Alternately, we could again hijack the priority, but have the type in the title: [GCI-type]. That way we can search for just GCI or GCI-type, and on the overview page as linked above, we can see the category of each item which is something wanted above.
I was thinking we could do it
I was thinking we could do it more like we did in GHOP - have a central project where tasks are proposed; once approved, they go off to the appropriate queue. Maybe we can add a set of tags as necessary for tracking.
