Hi. This proposal needs a lot more detail about planned features.

Sorry, I'm not good at marketing and write long list of proposal.
However I can give out a litte more details about planned features of my module.
Before that you can check the first release of the module, i've already contributed to drupal.

I've coded this module within about two weeks by myself.
Features of the first release of GeoUser Module:
Retrieve user's geographic location through their ip address, based on an IP database(GPL), which updates monthly.
Show user's geographic information on their user profile page, including country, city and region.
Through Yahoo maps API, a geographic map of PNG image formate will present on user profile page, according to their langtitude and longitude.
User's Ip address will be updated everytime she logs in.
The Planned Features of GeoUser Module:
Admin can choose the formate of geographic map displayed on user's profile page, PNG ,Ajax or Flash.
since I am not familiar with ajax and actionscript, so this can be a challenge to me.
Admin can allow or disallow users to register, depending on geographic locations.
Search or Filter the users from specific geographic location.

A lot of this seems very close to what some of the other mapping modules do (location, gmap, I think there's another geo ip module recently released as well).
There's lots and lots of potential work to be done in location/mapping - but this needs to be co-ordinated with existing efforts. Please take a look at http://groups.drupal.org/mapping to see how it might fit in. We need to know about how what you're doing is distinct from existing modules and could be integrated with them. So I'm marking as 'needs work'.
