I suggest to limit such a suite to online translations. Some backend scripts should periodically extract these and merge the PO files against the Drupal core and contrib POT files.

I think you mean localization...
And I'm happy to start there. I would love to also have it be a place where people can have easy access to tools to import / export documentation, to enable shared translation of how to's, etc.

There is no need to limit the site to online translation.
Because, it would be essentially online translation, but once the beta is useful, it can be instantiated (cloned) for a Drupal-oriented group to install and use, while the trunk module goes on.
I suppose it would be better to work here or on Drupal site directly, my hosting offer is open if necessary or if desired.
The main thing is to get started, I would think, on formalizing features and requirements, first iteration(s).
I have been living in South America for 30 years and would be happy to help/recuit translators; I know of many Drupal projects there who would be happy to give back something in return. Right now I am working on contract in Venezuela, but my base is Buenos Aires, Argentina. I will, however, be in Los Angeles during October, if anyone is near there.
