Have you all (the GDO maintainers) considered implementing a spam flagging feature? My thinking is that average users could flag posts/comments they consider to be spam, which would then go into an incident queue where maintainers can agree and remove post or disagree and let it be.

The editorial policy here is that if it even whiffs of spam, delete it and block the user. I agree that the comment you linked to is spam.
There's a groups.drupal.org
There's a groups.drupal.org component to http://drupal.org/project/issues/webmasters - I normally use that.
