You can configure the layout of your homepage...
You can configure the layout of your homepage (and any other page with a specified context) using the 'Context Editor' part of the admin menu. Just click on it when you're on your home page, select edit 'openpublish-listing_pages-frontpage' and select 'blocks' and you will be able to move them around.
That is how you admin your blocks throughout your site. If you go to different pages such as 'article' or 'events' you will have a specific context visable in addition to sitewide. This means you can configure different blocks for different pages (this can also be done through configuring the blocks in 'Admin ¦ Site Building ¦ Blocks'). You can also create new contexts for custom pages.
Hope this helps...

First of all make sure you've got content in the categories which you want to move around (i.e. articles, blogs, events, multimedia etc.), even if it's only example copy.
Then, when you click on blocks, just hover over the blocks on the homepage and you'll see a move and delete icon. They should be self explanatory.
This is the same system for your blocks on your sidebar.
