I've not been a heavy-duty g.d.o user until recently, so it's often difficult for me to find things, like what "archiving" a group means.
http://groups.drupal.org/code-review is a beautifully-organized group home page, and I'd like to see this Maintenance group home page put all the "what's possible" and policy-related info in an obvious place. The About page does cover this somewhat, but it might need updating.
I also don't see the point of this group: http://groups.drupal.org/groups-drupal-org... the river of news is full of random stuff. If that groups has a purpose, it definitely could be made more clear.

Great point. I've updated the mission statements of both groups to make it more clear. I think the groups-drupal-org group is for users of the site while maintenance is for maintainers of the site. Someone who is a user might not care about new administrative views created to help with spam blocking.
It's true that the groups-drupal-org RON has a lot of junk in it. I just removed some that was not appropriate for the group.
We definitely could create a handy block or two on both of these site homepages with links to documentation and important posts from the past.
I think we don't have a document on how to archive a group because it's not possible. It's like deleting an account on d.o: we don't do it, we just tell people not to use it :)
There was some discussion about identifying a few metrics of group "health" and putting those into a sidebar block like the Group Organizers block. If these were below a threshold they could have calls to action:
* encourage visitors to go to the list of all groups to find a more active group
* Suggest similar groups
* Suggest they take it over for a fresh purpose with a link to the abandoned group process
