I am just about to quote $1000 for a local Home Owners' Assn website using Drupal.
$50 / hr x 20 hours. I have been poking around Drupal for couple of weeks. I come from Oracle / Linux / ASP background.
Typical content: Member directory, Calendar of events, Board, News Letters ...
What do you think ? too high, too low ? this is my first freelance job. thanks.

Check a comp first?
Might be worth your while to first get a quote from http://www.online-hoa.com/ and see if your quote is comparable.
Admittedly, Online-HOA.com was built (in Oracle) before the ascendancy of Drupal.
IMO 20 hours seems reasonable for a quick basic build-out, but if they want even the slightest bell or whistle, your costs will quickly eclipse your quote. Be sure you protect yourself by indicating on the quote what it does cover, and more importantly, what it does not cover.
Disclosure: A long-time colleague of mine (from Novi, MI) created Online-HOA.com. I used it for my own HOA's site with much success.

taxes
the reality to freelancing is taxes. it really hits home when your income (work + freelancing combined) exceeds 75k -100k. expect half of the bid amount to go to taxes. rule of thumb that seems to work across many industries, accurately estimate your costs, then double it.
