What level of experience is required for this training?
Any!
That's the beauty of this format - last time I tried delivering training to 30 people there were too many different levels of knowledge and experience.
By watching what videos you want (they're short) you get to learn at whatever level you want.

Another question...
Is any kind of prep required? Anything that should be pre-installed on a laptop or that we should make sure we can access/run?

I highly recommend Drupal Quickstart
http://drupal.org/project/quickstart
Doesn't matter what platform you are on, if you get virtual box you can install quickstart and you have the full power of a lamp stack and drush (with some bonus extras) to get started quickly and easily. A new Drupal site can be created with as simple as typing
drush quickstart-create --domain=mynewsite.dev
And it will create a new site that you can type straight into firefox mynewsite.dev

Quickstart is good for techies (and we won't be providing any support on it at this event!), I believe we'll be using http://drupalgardens.com which provides free hosted Drupal sites.
