Talk2Croydon
Hi Kieran,
Talk2Croydon is a site that we at Code Positive built on a very modest budget that went on to win an international award for community engagement:

We're currently developing a Drupal site which allows users to vote and debate on issues affecting their society, including bills currently passing through parliament. The UK version, votecast.co.uk, is almost ready to go whilst the Danish version is awaiting completion of translations. We're hoping to get funding to expand it to other countries too.
