9-24-09 Update
Thanks for all the really great advice from this group. We really were able to improve it from a go-cart to a rocket. The site is amazingly fast now and the client is happy. I thought we would share what helped, we did several things:
- Hosting company increased number of Apache and PHP requests allowed (big difference)
- Added a white background for faking the visual blinking/redraw time (thanks C for that suggestion)
- Tuned all the performance settings in Drupal (one of the settings in hidden and separate from the others)
- Will do the boost module which allows for php page caching (tons of stuff in that module)
- Moved it to larger server
We used the boost module on a smaller site first and it's wonderful, should be on everyone's launch checklist.
It's snappy now and visually not distracting with the purple to white flicker. Thanks everyone.

thanks
For posting this! I like to see real-world performance tuning and solutions. A lot of the discussions on this topic in the Drupal world cater to only very very large sites.

Also - we are trying out Mark Schoonover's (one of our own San Diego User Group Members) incredible hosting solution for Drupal sites: http://www.thetajoin.com. Mark's database expertise came in handy, he tuned our databases and it absolutely screams now, he offers a very nice hosting solution + database tuning. He installed cpanel and other helpful toys for those of us who don't work command line -- thanks Mark. You'd love it Karl ;-).

Can you specify exactly which
Can you specify exactly which settings where changed (apache, php, etc) and what they were changed to?
Which Drupal performance settings were tweaked?

I'd like to second that...
I missed the original discussion you mentioned and would love to hear the details of what worked for you.
Please and thanks!
