Is Drupal.org currently firewalled in China?

Joshua Mitchell, the CTO of Drupal.org, has reason to believe the Drupal.org site may currently be inaccessible in China, per this Twitter post.

Can anyone with access to a machine on the mainland confirm? If it's the case, would anyone happen to know why, and if there's any chance of a process to appeal the decision? Mr Mitchell is asking about that… I personally don't have a lot of hope about that, but I figured I'd ask, at least…

(Yes, I realize the irony in asking about Drupal.org being down with a post on Drupal.org, as well as the link to a Twitter conversation above…)

No. GFW doesn't block

No. GFW doesn't block drupal.org, but in March and April, 2014, China had major problems w/ fiber cable connection under Pacific. For the 2 months, the lost packets rate is more than 70%. The connection has been much improved in May. But, there is still room for recovering.
