ここしばらく，当グループではコミュニティに関する話題，ライセンスに関する話題，コミュニティ内の特定メンバーに関する話題が多くを占めるようになってしまいました。
これらの一部は，Drupal プロジェクトや日本コミュニティにとって大事な話題だったという人もいるかもしれませんが，次第に感情的な言い争いや行動に発展していったケースが多かったように思います。この点に関しては，そうした一連の騒動の当事者の一人として，本当に申し訳ないと思っています。
この一連の騒動を見て思ったのですが，どうも私たち(*1)はこうした話題を理性的，建設的，生産的に話し合うこと，つまり批判すること／されることに慣れていないと思うのです。私たちの話し合いは，批判ではなく非難になっているケースが多いと思います (*2)。その結果，このグループからの通知メールが非生産的な内容でほとんど埋め尽くされるような事態になってしまっています。このグループに興味を持ち参加している人の多くは Drupal について学びたい，ほかに Drupal を使っている人と知り合いたいという人たちだと勝手に推測していますが，こうした人たちにとって，当グループの現状はけっして魅力的に映らないでしょう。ひいては Drupal プロジェクトそのものに興味が湧かないということにもなりかねません。
そこで提案ですが，何らかの方法で当グループのポストをもっとポジティブで生産的なものにできないでしょうか？ 一案として，
- 当グループの話題を，Drupal の技術情報交換，Drupal プロジェクトへの貢献，コミュニティ構築，Drupal を広める事，に集中させる
- 政治的，思想的，文化的な話題や，特定個人についての話題は慎む，または禁止
- もしどうしても Drupal プロジェクトやコミュニティにとって看過できない人や出来事を批判したいとしたら，それはよそのサイト（たとえば個人のウェブサイトなど）にポストする。そこへのリンクを当グループ内にたてたポストに貼るとしても，それ以後の議論はそのサイトで行う
- drupal.org 上で他サイトへ誘導するポストやコメントを繰り返したり，他人の誹謗中傷を繰り返すようなユーザーについては，drupal.org webmasters' issue queue に報告する。
というのはどうでしょうか？
「臭い物に蓋をするようなポリシーは不適切」という批判もあると思います。私の上記の案に限らず，どうにかしてもっとコミュニティをポジティブなものにしていけたらと願っています。
(*1) ここでいう「私たち」は，私を含めた当グループでここ数ヶ月間活発に発言をしているメンバーの一部に限ります。当グループの全メンバーという意味ではありません。
(*2) 私自身も他人を非難してしまったことが過去にあります。私だけ善人ぶって自分はこうした傾向から無縁だと言うつもりはありません。そうではなく，私自身の失敗から反省して，当グループがもっと良い方向に向かうにはどうしたらいいか私なりに考えたものを提案しているだけです。
The thread on this group has been filled with topics about the Japan community, licensing, particular persons in the community and such these days.
Some people may think these topics are valuable for the Drupal project and its Japan community, but I think most of these posts ended up with emotional arguments and actions. I feel really sorry about this situation, as one of those who were in the center of this strife.
Observing this strife, I came to a conclusion that we (*1) are not good at discussing such topics rationally, constructively, and productively --- in other words, not good at criticizing and being criticized by each other. I think in many cases our communication became not criticisms but rather attacks to opponents (*2). As a result of this tendency, notification e-mails sent from this group are filled with destructive contents. I think this current situation doesn’t look attractive at all to the majority of this group, who I think came here to learn more about Drupal and to get acquainted with other Drupalistas. Moreover, the situation may make people uninterested in and walk away from Drupal in the end.
Can we not make posts on this group more positive and productive, in some way? Here is my proposal:
- Concentrate topics only on exchange of technical knowledge about Drupal, contributions to the Drupal project and its community, community building, and promoting Drupal in Japan.
- Try to avoid (or absolutely prohibit) topics about politics, ideologies, culture of Drupal community, and especially particular persons.
- If one wants to criticize particular persons and/or actions which (s)he thinks should not be overlooked for the sake of the Drupal project and its community, (s)he must publish his/her opinion outside of this group (i.e., his/her own website). (S)he may be allowed to create a post here and include the link to the post on the outside website, but must have a discussion/argument/accusation there.
- Report about a user to drupal.org webmasters' issue queue when the user keeps posting just links to outside unrelated websites or keeps abusing others.
I understand some people think “it is inappropriate to hide or ignore scandals.” I don’t stick just to my ideas. I just hope we make this group more positive anyhow.
(*1) By “we”, I just meant some of those who posted their opinions actively in the last couples of months, including me. I didn’t mean all the members of this group.
(*2) I admit that I also attacked others in the past, so I am not saying that I don’t have this kinds of tendency. Rather, based on and learning from my past mistakes, I am proposing some ideas which I think may lead this group to a better direction.

僕自身DrupalのCMSとしての可能性は非常に魅力的だと考えているのですが、PHPのプログラムなど書ける訳ではないので、いろいろな事例などを相談出来る場があればと思っていて、このグループに参加していたのですが、最近の一連のやり取りを拝見していると、何も知識が無い人が質問しても「何を言われてしまうかわからない」と恐怖を感じてしまうような雰囲気があったので、非常に残念な気持ちになっていました。
様々な考えがあるのは当然だと思いますが、その中でも共通した部分（Drupalの普及や貢献）については、それぞれが貢献出来るようにする一つの方法として、この方法は現実的ではと考えます。
Stickies限定：賛成
”政治的，思想的，文化的な話題や，特定個人についての話題は慎む” の "政治的，思想的，文化的な話題を慎む"という部分は危険信号が鳴りますが、元からここであまり話す必要性も無いことには同意です（でもそれでは、このスレッドも..）。
Stickiesはいわゆる、始めてこのグループページを見る人にとってグループの顔とも言える部分で、そこで”当グループの話題を，Drupal の技術情報交換，Drupal プロジェクトへの貢献，コミュニティ構築，Drupal を広める事”, etc.など以外の事が掲示される理由はまったくないと思います。むしろ、ここではメンバーの行動を完全に制限してもよいと思います。
こういう人も居るのかもしれませんが、目立ちたいばかりにStickiesにグループの目的以外の事やDrupalと関係無いことを好き勝手にStickiesに掲示されてはグループの目的、そしてg.d.oの目的（これはどこかにルールが書いてあります）に沿っておらず、しかもその場（チャンス）をグループがわざわざ提供するのは問題だと思います。むしろ目的を批判する形でグループの顔（Stickies）に何か表現される事もありえると思います。よってそのリスクをStickiesに限っては、ゼロリスクポリシーをお勧めしたいと思います。臭い物にはふたをするというより、顔に落書きされたらいつでも消せるようにしようという発想です。
よってStickiesを完全に制限する事に賛成。やり方までは私は今考えていません。
（その他の所では関係ないことは技術の話題で、もみ消されて気にする事はない可能性があると思います。もし問題になればまたそこで対処を検討してもよいのでは？）
p.s.技術の事を質問して変な事が起きた形跡は一度たりともこのグループではないと思いますので、そういう印象を受けられた人の判断は正確ではないと思います。よって最大にすべてのコメントに制限を掛けるのは、何かロボットみたいなサイトになってしまうので避けたいです。英語が達者でないと参加できないと思った方々もそれは判断の誤りではないでしょうか。

すごくタイムリーなニュースを発見したので，こちらに転載しておきます。
他人の言動について批判をするのは健全だと思います。そうやって物事は発展していくものでしょうから。しかし，相手の悪口を言ったり，さらには根拠のない誹謗中傷をすると，最悪刑事罰に処されかねないといういい例だと思います。

I second this. Different conversation sprout around Drupal, but this group doesn't have to be responsible for all of them.
Every discussion can be viewed differently that some people may take one discussion constructive while others don't necessarily share the same perspective. It can be handled on a case-by-case basis.

I think Iwataさん's policy suggestion for the group is a great idea.
I agree that regarding Drupal's long term future in Japan, political/business questions need to be discussed, but as noted, the attacks that have often resulted make it uncomfortable for some people to participate and overshadow the positive things happening in the group, i.e.:
- Answering people's technical questions
- Organizing and participating in off-line meetups
- Organizing appearances at other events like OSCs.
For the time being, I think it would be best if political/business discussions happen outside the group.
To better capture the open-source nature of this group, I think it may also be helpful to adjust the group's purpose statement to something like:
"The purpose of this group is to connect, share Drupal knowledge, and build a strong open source Drupal community in Japan"
Regarding the front page and the use of sticky's & other tags, how about the following:
Define what is allowed in each tag and what is not and moderate accordingly. For example, if a non-technical post is tagged with one of the Drupal support tags, we can point them to the posting guidelines and request they tag their post appropriately. If they refuse, an admin can remove the innapropriate tag and lock the post.
make the group's front page moderated in the same way that drupal.org's front page is moderated.
a. Show only "Announcements", "Upcoming events", and "Recent Drupal technical questions" on the front page.
b. Replace "Stickies" with an "Announcements" tag and have a static Announcements section on the front page.
An admin will have to manually link to appropriate announcements from posts with the annoncement tag,
but that is easy to do and takes little time.
Please let me know what you think. Unless there are significant reasonable objections this week, I'll make the changes and we can try them out for the next couple of months.

Drupalの長い将来を視野に入れると政治的・ビジネスに関する事柄は論議する必要があることに同意はしますが、これまでの議論の中で攻撃的な発言などはこのグループに参加しにくい雰囲気を作ってしまい、次のポジティブな目的から目をそらさせる結果になってしまいました。
- 技術面の質問に答えること
- 勉強会・オフ会の計画を立てること
- OSCなどのイベントでの発表を計画すること
とりあえず、政治的・ビジネスに関する協議はグループの外、または少なくともフロント・ページ以外の場所で行われた方がいいと思います。
また、このグループのオープン・ソースな性質を明確にするために、グループの目標文を次のように書き換えてはどうかと思います。
「このグループの目的は日本でオープン・ソースDrupal コミュニティを強め、Drupalの知識を共有し、人と人をつなげることである。」
フロント・ページとstickyなどのタグに関しては…
１．ひとつ一つのタグが使用できる場合できない場合を明確にして、そのポリシーが守られるようにする。例えば、技術に関する質問ではないポストに“サポート”タグが付いている場合、そのスレッドを立てた人にポスト・ポリシーを示して (知らせて) 適切なタグをつけるように頼みます。もし受け入れられない場合は、アドミンが不適切なタグを削除して当該ポストを (以後の変更ができないように) ロックします。
２．Drupal.orgのフロント・ページと同じようにこのグループのフロント・ページもチェックする。
a. お知らせ、イベント、最新のDrupalに関する質問だけをフロントに表示します。
b. 「Sticky」の代わりに「お知らせ」というタグを作って、フロントにスタティックなお知らせのブロックを作ります。グループの管理者が手作業で「お知らせ」のポストに「お知らせ」タグを付ける必要が出てきますが，この作業は簡単でまったく時間はかかりません。
皆さんはどう思われますか？ 一週間ほどの間にとくに筋の通った反対意見がない場合にはこの提案を ポリシーとして採用し，その後数ヶ月ほど様子をみてはどうかと思います。

今現在技術的な壁にぶち当たり困っている人が役に立つ情報にすばやくアクセスできるようになるのではないでしょうか。
先日もある人からDrupalの質問を受け、私も私もわからなかったのでこのサイトで聞けばっていったらその質問の出し方が難しいって言われました。ちょっといろいろな情報に埋もれているのかもしれませんね。
今週末のmeetupは久しぶりということもあってすでにサインアップが１６名です。Drupalへの期待が大きいのかな。興味を持った人がズムーズにサイト構築できるように、それをサポートできるようなサイトになるといいですね。実際私もMeetupのたびに皆さんにいろいろ教えてもらっているので本当に助かります。

皆さん，いろいろなご意見をいただきありがとうございます。とくに setvik さん，僕の提案を元により詳細なポリシー案を作成してくれてありがとうございます。
setvik さんの提案から１週間が過ぎて，ポリシー案が採用されて実施する運びとなったようで，早速トップページが変わっていました。いやー，仕事が速い。グズな僕ならあと数日は寝かせてしまう所です。ご苦労様でした。
これを機に，この g.d.o./japan ひいては Drupal 日本コミュニティがさらに協力的・建設的・生産的なコミュニティになっていってくれるといいですね。いろいろと至らない点もあるでしょうが，そのゴールに向けて僕も努力したいと思います。

Now that a week has past since setvik's suggestion, it seems that the suggestion has been approved and enacted, and the top page is now different from what it used to be. How quick it was! If I were an admin, I would have postponed the change at least for a couple of days. Thank you, setvik, for your time and hard work.
With this change, I hope g.d.o./japan and ultimately the Japan community as a whole be more cooperative, more constructive, and more productive. While I admit I have many shortcomings, I myself do what I can do for that vision.
