Editing OP. What're wrong with blocks?

Events happening in the community are now at Drupal community events on www.drupal.org.

Some blocks, which are off in admin, are shown on home page. How I can change this?

Are these blocks that you have created, or ones that are created by some installed modules? Can you give an example of names of the blocks you can't hide?
What theme are you using, and has it been modified?

If I could suggest a block needing to be hid is the "Our Tweets" block. I can get rid of the actual Twitter lines, but the block's titlebar still appears.

With your ftp client or local site, go to sites/all/themes/your_theme/page/

Edit page-front.tpl.php to suit your needs

Where else can I find blocks turned on, if I'm not activated it on my adminpanel? For example I can't Most used terms and Featured topic hubs and one of banners in sidebar right

Some remaining blocks, still defined in theme (this mostly concerns the homepage), will move to Context in OP 2.1, but that said - all block management must happen in Context, not admin/blocks, of course.
