Yes I've heard the same. Since Copenhagen is only 4 months away, I don't think many people who attend San Francisco with go (that's the initial feeling I got from talking to people at SF). I wish it was 6 months away. On the other hand I bet there will be an extra amount of Europeans attending since they couldn't attend SF.
It really doesn't cost a lot more to go to Copenhagen than any other major city in Western Europe. There are actually more low cost hotel options in CPH than there were in Paris, plus there are hostels and other low cost options. Airfare -- the biggest single cost -- is about the same. All told, it isn't cheap, but you could do the whole thing for about $2,200 - $2,400 (less if you get a great airfare deal).
If you are feeling lucky, you can play the airfare market and hope for a sale. This has usually worked for me. Perhaps I have been lucky, because when I haven't gotten a great deal, buying late hasn't cost me any more.
Denmark does have a 25% VAT rate, but you can get that back on almost everything but food and lodging.

I can't remember the details, but someone at the March DUG-TO meeting mentioned the idea of a tour being organized to see Norway, Sweden and Germany after DrupalCon Copenhagen. That's primarily what sparked my interest. I'll have to look into that further to see what's happening.
I would definitely love to hit this conference. While I highly doubt I can talk ye 'ol employer into covering the cost of two DrupalCons in one year, it's totally worth a shot. This conference will likely have a very different vibe than DCSF, and I think it would be great to connect with the fantastic work and culture that the European Drupal community brings to the table.

I'll probably go if I can find a way to work a traditional photography vacation into the trip. I definitely have to echo your thoughts on the potential experience.
