Migrating website to Drupal : Should I consider Drupal 7?

Hi guys,
This year we will be migrating our existing websites to Drupal. The question now is choosing between Drupal 6 and Drupal 7.With Drupal 7 now out , should we consider using it or should we stay with Drupal 6? One of the major tasks that we needed to do is the migration of legacy data and converting it to Drupal database. I toyed around this before using Table wizard and migrate module in D6 and it kinda work. I know we'll be needing the following modules once we perform our migration : Migrate,Table Wizard, CCK ,Views and Google Maps. Any suggestions?

How to work with views & blocks with 32mb php memory limit?

I'm new with Drupal. I built a site with several views and blocks. I encountered problem with php memory limit. It's limited to 32mb. My client has signed up with the provider for 5 years. Is there a work around for this?

Can forum topics be automatically locked (read only) upon transfer to a subforum?

On the core forum module, I have a subforum named Archives wherein I transfer old topics that are old. Every topic I move to this subforum I have to edit to "lock" the topic meaning changing the comments status to "read only". My site is getting more traffic and I am getting tired of doing this cleanup chore weekly. Is there a way to automate this wherein if I move any topic to the Archive subforum, it would automatically change the status of the topic to "read only"? Note that all the topics in my Archive subforums are locked.

Local motifs?

I noticed that a lot of cms and forum boards can easily be "themed" or change motifs. Has anyone done this for drupal? Maybe a simple token icon on the upper left and a background color changer. One for each local holidays like Christmas motif, Ninoy Aquino day, Independence day motif, etc. Just to add a little more pizzazz every now and then on my dull stock garland themed site ... 8-)
