What would be opration flow between Client, System/web admin and vendors - Drupal and Akamai integratation

I want to integrate Drupal and Akamai for a corporate website.
Existing website has 20000+ pages.
We are updating average 150 update/day (new page creation, modification, archiving).
We have following role & responsibility in our existing operation flow.
User (Client) has a change request then he can ask to the vendor for new page creation and he can also ask to the system/website admin to modify pages.
Vendor is creating HTML pages and sends to system/web admin (in case of new page creation).

Is there any module which provide the functionality of paid members login only into drupal system? i.e. in "create new account" page I want a option where user can select the membership type and pay for that membership through online payment gateway. Only those users should have access of login into drupal, who have pay for membership. I have used CiviCRM but I didn't find any feasible solution for this.
I will really appreciate any help on this.
