Drupal for online DECISIONS and collaboration

Hello,
I 'm maintaining the largest bicycle activist site in Greece for 10 years, we are running in Drupal all this years.
We are now trying to implement an electronic collaboration platform so we can transform from a face to face assembly to an electronic assembly.

The Problem:
Drupal has so many tools to collaborate, make the project management etc.
But it is very poor in decision making tools...
Voting API, Rate, Fivestar is the more advanced you can go.

What decision making model do you favour for running the various parts of drupal? Eg. d.o, g.d.o, issue queue, promo etc.
