See the attached doc for more info. I've had this idea back in January, and don't think I'll have time to implement it myself.

It might make an interesting GSoC project (after some fleshing out), if it meets the eligibility rules.

I believe it is even more interesting with the introduction of git.

It would be suited for a student that has some experience with Drupal and ideally drupal.org.

Hashtags aren't directed at a singular person

Killes, I love your writeup for this idea, and it's definitely needed, but I wanted to point out that on today's internet, #hashtags aren't used to denote activity with a specific person but rather a group or a concept or a category, if you will.

For instance, "@Dries This is a great idea!" means I'm talking directly to someone, but "Sometimes you have to wait until the paint #dries" means I'm talking about a specific subject or category and I want my text to be found along with everybody else's thoughts on the same subject. #hashtags are like inline taxonomy free tags (horrid thought, I know) so I don't think that this proposed notifications system should use them to notify a specific person about a specific hashtag that was mentioned. That idea seems like it's own totally separate 'subscription' system, and not a desirable notifications system across the entirety of *.drupal.org.]

Let's stick with the @killes|gerhard|Gerhard Killesreiter... woops. Damn you people and your "spacey" usernames! ;)

In addition, we'll allow users to use the hashtag notation, e.g. "#infrastructure", "#DA".

Is this ambiguous? It's possible that I was inconsistent in some place, but yes, that is how I want to use hashtags. I want people to be able to subscribe to hashtags, ie I would want to subscribe to both of the above.

Based upon several convos with @sdboyer about how to accomplish this in the most unobtrusive manner, I finally found a jQuery plugin that will offer to autocomplete within a textarea, and could be triggered upon an '@' symbol to pop-up a list of suggestions right next to the user's cursor position within their typed text.
