I would like to know from others what they use or how they create section home pages.
I gather one of these three would be fine: Sections, Composite, Panels.
I would like to try out panels, but the documentation seems to be quite inadequate.

Plenty of documentation and video tutorials -- just Google for it.
However, even after having used Panels for years, we're still changing our minds about the best ways to use Panels.
For example, we just recently decided to consolidate our section fronts as variants of a single panel definition that also overrides taxonomy page displays.
If you're looking at /news or /sports, you get a full-blown custom page. If you're looking at /sports/college/someobscurelocalteam, you may get a simpler taxonomy page with some Panels-based customizations.
We used to have separate Panels pages for /news and /sports, but ran into a problem in that breadcrumb trails -- which are based on taxonomy trees -- would point to tax terms instead of the desired section fronts. Consolidating them into a single panels page with path-based variants fixes all of that.
ProsePoint?
You might want to look at how ProsePoint accomplishes this; we're using ProsePoint as the basis of our daily newspaper site, and creating section pages (through Editions in ProsePoint) was no problem.
