Dmtrig01 I think its worthwhile to experiment with, however we are fixing a visual cue by creating a work-around instead of fixing the problem. If you look efficient wise, placing tabs on the top right is very inefficient as you have to move your mouse to the far right, instead of where it is(the left).

As noted in the issue queue the tabs are to near the title tab, to be clearly visual cues. We could try different solutions, such as placing them under the title and working on the background pattern.

I agree with Bojhan, it's much more the look of the tabs in garland that's the problem than their placement - and once you know they're there, it'd be extra work.

I also believe this is a Garland issue. The tabs don't look like tabs, and when none of them is selected the links are barely visible.
