The outline designer has been posted to drupal.org ( http://drupal.org/project/outline_designer ).
This is the first module in an installation profile which will be ELMS - e-Learning Management System. More information about the ELMS project see the ELMS attack plan posted on the e-Learning Institute's projects site.
The outline designer (first shown at Drupalcon Boston) allows users to structure, create, and modify content via a simple drag and drop / right click interface. The ELMS project has been completely rethought and the outline designer is a re-engineering of the course designer module that was previously in development. The beta and head versions (currently the same) will be available around midnight after the CVS packages them for the site :).
More projects are in development and most if not all of the modules discussed on that projects site will be available as we now have the permission to release them :).
