control permission to create or control permission to publish
When you say restrict the publication, you mean the nodes stay unpublished until someone approves or are you asking for a way to control create/edit permissions by content type? The suggest from tommyent controls who can create a node with a given CT. If you want a simple! way to moderate your nodes, try the modr8 module. There are other more complicated options (I have tried several).
