A use case is something someone wants to do with a site. For example, a student wants to find email addresses of instructors who teach COM 101, to ask a question about the course.
Use cases are an important part of system design. They help specify what the system should do. Without that, you don't know what to build.
Would it be worthwhile to collaboratively create a list of use cases for higher ed Web sites? We could share our insights into the tasks people want to do, and how best to help them do those tasks.
