I have a theme/module combo based on Panels that is fairly similar to what you're describing. I'm taking inspiration from the Wordpress 2.7 admin, especially with the placement of the main admin choices. All the regular admin choices that you would find on the main admin page are placed in a dropdown on the left side, leaving the main content area free for the dashboard.
Some kavats to the screencast...
a) The setup itself is fairly unpolished and not super-pretty. I hope to have a more polished demo up before Drupalcon.
b) I don't expect this to replace the traditional admin. Personally, I think it's a great direction to go for site maintainers/owners, but it hides too much information to be a useful landing page for site creators, which compromises most of us.
