I know responsive designs are all the rage now, but I'm looking for a grid-based framework that easily (i.e. no coding) allows a 980px layout, which is perfect for the iPad in landscape mode. Can someone suggest a fitting framework?

Probably the best way to go is responsive themes, there are just 2 of the base themes, which are more-or-less headache free:
http://drupal.org/project/adaptivetheme and its sub-themes (I choose pixture reloaded for my projects) and
http://drupal.org/project/omega
If you are building huge portal, I would recomend go with Omega, for smaller sites - Adaptive theme is ok and its subthemes are usable out of the box.
For example, I am building brochure site, which will not have any mobile versions, just some resizing magic depending on the screen size: http://arsinformatica.lt - it has no colums at this moment but if you resize you Firefox/Chrome you will see what I mean.
