As of June of this year there's a drupal.se website run by Carl McDade. He has been less than clear as to the purpose of the site but has made it clear that 1) he does not want to manage it and 2) he sees no reason why it should be in Swedish primarily. Since, quoting Carl:

Not only is this beside the point, it lacks substantial support among the community and defies the primary purpose of a support site. I think that a Swedish support site being in Swedish primarily is not just a bonus (or a hindrance as Carl sees it) but a necessity in itself.
Fact is, a site in English will intimidate a great number of Swedish users. I know since I have been running the Swedish phpBB support site for over four years and many of our users there complain over having to read user guides, phpbb.com forum topics and modifications in English.
If we want to increase the use and the acceptance of Drupal, especially among the older generation (50+) it is extremely important that any Swedish Drupal support site is as accessible as possible in regards to language as well as content.
If you think it is imperative that Swedish is the primary language of a Swedish Drupal support site (do you realize how bizarre this statement sounds...), please state your opinion by voting.

I wrote on drupal.se about what I see as the most important purposes of running a Swedish Drupal site. Unfortunately that post disappeared in the switch between forum modules, but it might turn up again. To summarize, I think drupal.se should a) strengthen and expand the Swedish Drupal community, b) provide an easy entry point to Drupal for Swedish newbies and c) promote Drupal in Sweden.
At least b) and c) require the Swedish language in my opinion, and I do think that the language is also important for the community building aspect.
There is so much great Drupal documentation out there and all the community activity you could ask for – in English. I don't think anyone will look specifically at drupal.se for English content.
I'd love to see a thriving independent Swedish Drupal community that runs its website in a collaborative fashion, much like drupal.org. I hope this will happen over at drupal.se (since that is in fact the natural domain name for this community) but I'm beginning to wonder if it will.
On the other hand there's no stopping us from using this group right here for those purposes (the important part of a community is its members, not the infrastructure). And I guess we shouldn't complain too much when someone finally takes an initiative and does something.
