What kind of decree do you want? Austin DUG is community-run, so no one can give a decree.
I'm more worried about why you're posting private messages that people send you..

@Sam: Usually when people send you a private message they do so for a reason. I don't mind you sharing it, but its considered impolite to post PMs without asking first. I'm sorry if my response put you off but we opensource folk are usually pretty brief but respectful with our communications because we have to communicate with a lot of people everyday. If we get all flowery with our prose like this comment is we wouldn't get any actual work done.
So, when you post your bounties for $60 in this DUG you spam email around 500 local drupallers of every stripe (designers, developers, users, etc). When you do it three times in one morning you do that to everyone 3 times over.
In my opinion it just isn't the appropriate use of the list because very few of us have the ability or inclination to help you.
Appropriate uses include real local full and part time jobs, proposing meetups, events, even requests for help, etc. These things appeal to local druapllers of every type and pertain exclusively to their LOCAL nature directly. Remote work should be posted in the brand spanking new drupal Jobs group.
The appropriate place for bounties is in the issue queue of the affected module and add a "bounty" tag. People interested in working for bounties will respond to that.
Good luck in your work and welcome to drupal. Of course if others in the local community disagree with my interpretation of the groups purpose I completely respect that as well. just voice your concerns here pls. -mf

How many other people have you run off with these behind the scenes tactics? It is a community-run group, why would you send an individual crap like that in the first place? "Community-run," as in, add that as a comment to the post next time, so the rest of the community knows what the rules are.
I live in Austin and would have been glad to meet with whoever wanted to pick these up, if they had so desired (on my own time, not the clients nickel).
@Group organizers: Thanks, I'll bow out now. Not a very friendly group. As a suggestion, if what Michael indicates is true, then you should probably at least add that to your Groups intro blurb.

Well, that and I respect peoples time enough not to spam them with my responses since they were probably already rolling their eyes in the first place.
