Personally I'd vote for Redlands (or even Highland), but both are farther east and less accessible to OC & LA folks so I didn't provide the options. But, as I noted, that's what the comments are for!
I voted for Riverside, too. I've been reaching out to people on LinkedIn for a few months now in an attempt to secure a venue at UCR. No luck yet.
Recently I went to the Mission Inn and got their pricing. It would be an excellent venue for a one-day Drupal business summit, but it's priced too high for monthly meetups.
At DrupalCamp Austin last weekend I spoke with a few UCR alumni and have been put in touch with someone in the UCR CS department. The person who can make a decision is away until later next month, but we're hopeful that we'll work out all the venue details.
It's okay with me if a good venue materializes in the meantime, in fact it might be good for us to get together for a social event like getting coffee or going to a happy hour somewhere to introduce everyone and hear what people are interested in.
I heard over the weekend from our contact at UCR and it looks like this is moving forward! I'm hoping to have a meet and greet phone or video conference with our UCR contacts.
Whether our first meeting happens by phone or video conference, or in person somewhere at UCR, I'd love to invite all meetup organizers who are interested in attending and organizing in the area to get to know each other.
As I get more news, I'll post any updates to this discussion.
I'd suggest close to a freeway (or two) tends to help those who might commute. The 10FWY / 15FWY / 91FWY all come to mind as freeways that tend to connect to some of the other major metro areas of LA / SD / OC.

I live in Highland so, I'm surprised Redlands wasn't listed.
Order of Preference for me: Riverside, Fontana, Ontario, Corona, and San Bernardino.

The Inland Empire is huge, but for those in Riverside/Corona/Ontario Riverside is a good choice.
