Moving the webform required marker

Hi,
I'm a one-person web shop at a small University located in the Southeast US. Our site is built on a RHEL 5.3 using Drupal 6.22 -- we host our own server, and it's been running great for the last 3 years.
We're a small school, and our IT department is outsourced. The contract we have with this company -- wait for it -- offers NO support for our web site! Therefore I'm Web Developer/ Webmaster / System Admin / Security Expert / DBA / etc. for the web. I am not trained in security or system admin and have basically been relying on a RedHat support subscription. However they don't cover the "AMP" part of LAMP, nor security for Drupal, nor anything Drupal, etc.
Well, my site got hacked recently, and one web page was vandalized. The school is now freaking out, and the IT dept is under the gun to provide security and maintenance for the web site. However, they only support Windows servers. I really don't want to go to a Windows server environment, but it may be happening unless I can provide reasons not to.

I have a simple event I need to track.
User comes to a site's home page. To enter the site, the user must click a "terms acceptance" link on an enter page. If the user doesn't want to accept the terms, the site redirects the user back to the home page.

Simple IE9 general question
If there's any lemonade to be made out of IE, it's that IE8 let's you do testing in IE7 and IE8.
Does installing IE9 remove that kind of configuration ability?
One doesn't blithely install new programs on Windows, (including MS programs; hello registry!) so I'm curious to hear from any pioneers.

I started the discussion about Drupal Camp Asheville in another topic, but it has grown far more about the second topic of the discussion so I'm moving DCAVL talks over here.
We will be having another Drupal Camp here in Asheville. We our going to have our first "official" planning meeting in about two weeks. One of the first tasks on the agenda is going to be WHEN. I would like to compile a list here of other events local and national to help better pick a date.

I'll first start off by saying that many people have already done this, we just need to understand what our needs our and what is the best way to solve them. I think a critical part of any sucessful organization is having a clear way to communicate and a governance model that works for the groups needs. Drupal Camp Asheville 2011
Well it's about time we got the ball rolling on planning for Drupal Camp Asheville. The goal is to have a meeting (presumably at Top Floor Studio in Asheville, NC) in two weeks to get the base plan laid out.

Hello,
We are in the early planning stages for Drupalcamp Atlanta 2011 and wanted to throw Saturday, October 8th out as a potential date.
Does anyone know if this conflicts with any other Drupal/OSS events or major happenings in the Atlanta area? I know Do it With Drupal and the Pacific Northwest Drupal Summit are scheduled for the following week.

PayPal stalling out Ubercart?
On our newspaper website, we've been using Ubercart and PayPal successfully together for almost a year -- and now we've hit a snag that I can't find a way to solve.
A website visitor used an eCheck on PayPal to pay for an online product (a birthday ad) purchased through our Ubercart shopping cart. The eCheck won't clear until some time Monday (March 21).
Every Ubercart/PayPal order placed after that has cleared PayPal -- but the status in Ubercart for each of those orders is still "Pending."
