This could also have been found by clicking on on the "zzzz members" link on the right and then click on the "List" tab, but that is hardly obvious so makes sense to have it on the home page.
Regarding #drupal-nyc channel ops, I actually don't know that.

iirc irc ops for the nyc channel currently include chx, myself, jacine & jensimmons. If anyone would like ops on the channel just ask.
It has been suggested that ops should be active/identifiable on the channel at all times, however I set the channel up to match #Drupal where channel ops only +mode when needed, and then -o until they are needed again.

Why was this removed by another admin?
At Wednesday's meetup a group of about 15 or so active members of this group discussed conflict resolution and one non-controversial immediate action decided upon was to simply list the group admins on the NYC home page.
I did that and within hours someone (had to be an admin) took it down.
May I ask which admin did that and with what justification?
I don't go around undoing other admin's work without discussion or a valid critical reason. I would like to know who thought it was ok to casually and without notice undue my work.
I've just put the block back.
Update - admins now listed in "Group Organizers" block
All groups now contain a "Group Organizers" block on the right listing anyone with admin permissions.

Thank you for your steady leadership on this, Peter! Also in line with the discussion at the meetup, perhaps we could add the IRC ops info given by forestmars above to the block listing the IRC channel?
