Christefano and I have started a group for Drupallers in Santa Barbara and the surrounding area to get to know each other, and organize local meet-ups and other events. If you are in the area please join up and say hello!

if you're serious, then the fastest way is to just do it. you'll be amazed how many local people there are. SLO has at least five. lol - seriously I bet there's at least 30-50 people; and at least 10 would show up.
http://groups.drupal.org/southern-california has categories setup to divide all of socal by area code/region (similar fashion as wiki pedia). I'd suggest joining the group then posting an event or two at a local cafe or business where you can share internet. then see who shows up (or posts comments). you should probably cross post in the LA, Santa Barbara, and a Bay area group or two for a bit too - people in those area will help you spread the word. once you get a few people attending, I'd suggest starting a SLO group - but in the meantime - you're bound to have some locals as members in socal, LA, and others.
what I've learned from helping organize LA meetups is you'll get the great results if you just do it - organize a series of meetups - but remain open to feedback. it'll take at least three to four consistent meetups before people start regularly coming. not everyone can make it every month... but it'll take a critical mass to keep it going. best of luck!
